Brown's school funding plan draws mixed reactions

Very interesting article.  Should the state spend the money to support the top students or try to get the non-English speakers to a shaky mediocre standing?  Money for AP classes and true higher learning preparation or more copies of Robert Duvall's 'Colors' to teach English?  I love how the ESL classes have to literally spell concepts out like the example in the closing paragraphs of the article.  In this day and age the ability to search and analyze is far greater than to have facts memorized or presented as what is clearly going on here.

Brown's school funding plan draws mixed reactions: The governor's proposal would funnel more money to low-income, English-learning or foster-care students. Not everyone thinks that's fair.

In the Anaheim City School District, where most students are low-income and struggling to learn English, teachers need special training, extra tutoring time and lots of visual materials to help their pupils achieve at grade level.
