Protests prevent votes; official calls it 'big win'

How ironic.  By protesters getting violent over the way Anaheim is run, the council was unable to finish the meeting and rule on two issues that could have been put on the fall ballots.  One would have changed the elections to be area specific and the other to require public votes on big development plans.
