San Bernardino to use restricted funds for payroll: Facing a $45.8-million shortfall, the council votes to use the money during a contentious meeting where some lawmakers criticized the borrowing, which has drawn U.S. scrutiny.

The city of San Bernardino will raid restricted funds to pay its employees and try to remain solvent while it seeks protection in Bankruptcy Court.
